Homicide Investigation Underway Following Early Morning Death on Victoria Avenue in Regina

At approximately 5:30 a.m. on April 24, 2025, Regina police and emergency medical personnel were dispatched to a report of an injured individual in the 800 block of Victoria Avenue. Upon arrival, they located an injured man who was declared deceased shortly after.

As a result of the investigation Thirty-three year-old Keli STONECHILD is charged with:

  • First-Degree Murder [CC 235(1)].

23 year-old Dontay BELLEGARDE was charged with:

  • Fail to Comply With Probation Order [CC 733.1(1)].
  • First-Degree Murder [CC 235(1)];

A youth, who cannot be named in keeping with the provisions of the Youth Criminal Justice Act, is charged with:

  • First Degree Murder [CC 235(1)]; and
  • Fail to Comply with Disposition [YJCA 137].

As a result of the investigation, a 19-year-old female was identified, and a warrant was issued for her arrest. At approximately 5:08 a.m, May 6, 2025, the female was arrested and charged.

Nineteen year-old Priscilla Irene CYR, of Regina, is charged with:

  • First Degree Murder [CC 235(1)]; and
  • Fail to Comply with Disposition [YJCA 137].

CYR makes her first appearance on these charges in Provincial Court on Wednesday, May 7, 2025, at 9:30 a.m.

In addition, three other individuals have been arrested and charged in connection with this incident.

Twenty-eight year-old Leslie Ann THORNE, of Regina, is charged with:

  • Forcible Confinement [CC 279(2)].

Thirty-seven year-old Miranda Kay Jasmine PASQUA, of Regina, is charged with:

  • Obstruct Peace Officer [CC 129(A)]; and
  • Accessory After the Fact to Murder [CC 240].

Thirty-seven year-old Amanda Rae TWARDY, of Regina, is charged with:

  • Accessory After the Fact to Murder [CC 240]; and
  • Breach Conditional Sentence Order [741.6(1)].

The victim’s name will not be released at the request of the family. Police stated this is the city’s third homicide of 2025. Investigators are asking anyone with information that could aid the case to contact the Regina Police Service at 306-777-6500.
