Two Charged in October 13, 2025 Regina Homicide

Regina Police Service responded to a call for service in the 100 block of College Avenue around 4:30 a.m. on October 13, 2025.

On arrival, police located a deceased adult male. The area was secured, and additional support was requested from both the Major Crime Unit and the Forensic Identification Unit.

As the investigation is still in its early stages, no further details are being released at this time. The identity of the victim is also being withheld for now.

Update: The investigation has determined that the death was a homicide. As a result, two individuals have been charged:

Toni Moffatt, 22, is charged with Second-Degree Murder [CC 235(1)].

Moffatt is scheduled to make her first court appearance on Thursday, October 23, 2025, at 9:30 a.m. in Regina Provincial Court.

Andre Smith, 24, is also charged with Second-Degree Murder [CC 235(1)].

Smith will appear in Regina Provincial Court at 9:30 a.m. on Thursday, October 23, 2025, for his first appearance on the charge.

Police are asking residents in the Al Ritchie neighborhood, specifically between 15th and 17th Avenues, and from Winnipeg Street to Harvey Street, who may have surveillance footage from 4:00 a.m. to 5:00 a.m. on October 13 to contact investigators at 306-777-6500.
