Update: Justin Bos charged in relation to the 2022 homicide of Troy Regnier in South Surrey

Surrey police were called to the 16600 block of 19 Avenue at approximately 11 p.m. on August 27th for reports of shots fired.

Police located Troy Michael Regnier, 37, suffering from gunshot wounds outside of a residence. According to reports Regnier was taken to hospital but he could not be saved.

Several people were detained by police at the scene, and police are working to determine who may have been involved in the shooting. Investigators said all parties were known to each other.

Update: On March 12, 2024, BC Prosecution Service (BCPS) laid a charge of Second-Degree murder against 38-year-old Justin Bos in relation to the homicide of Mr. Regnier.

“IHIT’s investigative team remained committed to this investigation over the past 18 months. We hope that this charge provides some solace to his family,” said Corporal Sukhi Dhesi of IHIT.

Update: On June 6, 2025, Mr. Bos was sentenced in BC Supreme Court to 19 years in prison after the court applied the principle of totality to an initial 25-year sentence. He received 13 years for the manslaughter of Mr. Mostat, six consecutive years for the manslaughter of Mr. Regnier, and another six years for firearms manufacturing, which will be served concurrently. Having already spent two years in custody—credited as four—he will serve an additional 15 years.

Sgt. Freda Fong of IHIT acknowledged the hard work of investigators and partner agencies, noting that cooperation was key to solving both cases. She expressed hope that the sentencing brings some closure to the victims’ families.
