Quebec provincial police were called to the report of a stabbing in Vaudreuil-Dorion condo building.

Police said the accused’s 68-year-old mother Elisabetta Caucci-Puglisi and 53-year-old neighbour Manon Blanchard were pronounced deceased. A 70-year-old woman was also stabbed, however, she has been listed in stable condition in hospital.

The accused 44-year old Fabio Puglisi was arrested and charged with second-degree murder, attempted murder and aggravated assault. Puglisi had been sent to the Philippe Pinel Institute to undergo a five-day evaluation to determine if he is fit to appear in court.

Puglisi was known to police for cases of assault causing bodily harm and a case of fraud. Each time he was declared not criminally responsible.

According to CBC, A Quebec Superior Court judge accepted a joint recommendation from both sides, ordering Fabio Puglisi’s detention at Montreal’s Philippe-Pinel Institute.

Puglisi, diagnosed with schizophrenia and off his medication at the time of the killings, also injured a third person. He had faced two second-degree murder charges. The Crown plans to seek a high-risk accused designation, which would impose stricter controls and continued confinement in a psychiatric facility.

This is Puglisi’s third NCR (Not Criminally Responsible) finding, with previous cases in 2012 and 2020.
