Update Mark Elley charged – Victims identified as Robert Waugh & Victoria King: Chipman RCMP investigate a 2024 double homicide

Chipman RCMP detachment responded to a report of a vehicle on fire with two people inside, off Midland Road in Chipman on November 25, 2024, at approximately 8 a.m.

Police arrived and located the bodies of two individuals inside a white Chevrolet Equinox that had been consumed by fire.

The New Brunswick RCMP’s MCU is leading the investigation and treating the deaths as homicides.

Update Dec 10th: Police are now releasing a photo of a vehicle of interest in connection with the investigation, and are hoping that despite the quality, someone may recognize the vehicle or have information that could help further the investigation.

The vehicle, believed to be a red Toyota Corolla, was seen in the Chipman area in the late evening hours of November 24, and the early morning hours of November 25, 2024.

Update January 6th: The victims have since been positively identified as 47-year-old Robert Waugh and 23-year-old Victoria King.

Update: On January 19, 2025, RCMP and the Emergency Response Team arrested 42-year-old Mark Elley without incident at a residence on Route 123 in Chipman, in connection with the homicides.

On January 20, 2025, Mark Elley appeared in Fredericton Provincial Court and was charged with two counts of first-degree murder in the deaths of Robert Waugh and Victoria King.
