Four Arrested in Connection with Murder of Matthew Robert Pelletier, Winnipeg Police Continue Homicide Investigation

On February 25, 2025, around 3:00 p.m., officers responded to a residence in the 500 block of Magnus Avenue following concerns for the well-being of a male.

North District General Patrol officers, along with assistance from both East and West District Patrol, attended the scene and discovered a deceased adult male inside the residence.

The victim was later identified as Matthew Robert Pelletier, a former Winnipeg resident. An autopsy is pending, and the Homicide Unit has assumed responsibility for the investigation. Next of kin have been notified.

Between July 7 and July 16, 2025, homicide investigators arrested four individuals in connection with the case:

  • Derek Donald Franklin (43) is charged with Second Degree Murder, possession of a weapon, and breaching a release order. He remains in custody.
  • Charlie Bronson Keeper (37) is charged with Second Degree Murder and has been remanded into custody.
  • Eric Jade Wirffel (40) is charged with Second Degree Murder and remains in custody.
  • Clinton William Wirffel (40) is charged with Second Degree Murder and two counts of breaching a release order (warrant). He is also in custody.
