Richmond BC police said Stephen Chong, 58, was discovered inside his office on the second floor of 8260 Granville Avenue in Richmond at approximately 5:30pm on October 19th.

Sgt. Frank Jang of the IHIT said in a press release “Based on the investigative theory in this initial phase, this does not appear to be a random act”.
