The 2025 BC Homicide Victim List is available here
On March 3, 2025, around 5:25 pm, Surrey Police Service (SPS) officers responded to reports of a shooting in the 7900 block of 120 Street, Surrey.
Upon arrival, they found a man, the driver of a vehicle, with life-threatening injuries. Despite efforts to save him, he died at the scene. According to the IHIT the victim was Jaskaran Singh Minhas, 29. IHIT said Minhas was known to police and is believed to have connections to organized crime.
At 5:35 pm, Delta Police Department officers responded to a vehicle fire at 64 Avenue and Westview Drive, Delta. Authorities are investigating whether this vehicle is linked to the earlier shooting.
The Integrated Homicide Investigation Team (IHIT) has taken over the case, which is Surrey’s first homicide of 2025. The investigation is still in its early stages, with IHIT working alongside Surrey Police Service, the RCMP Surrey Provincial Operations Support Unit, and Delta Police Department officers.
Update March 21st: The newly formed Integrated Gang Homicide Team (IGHT) from the Integrated Homicide Investigation Team (IHIT) has taken over the investigation in Surrey. They are collaborating closely with several agencies, including the Combined Forces Special Enforcement Unit (CFSEU-BC), Surrey Police Service (SPS), RCMP Surrey Provincial Operations Support Unit (SPOSU), the Integrated Forensic Identification Service (IFIS), and the BC Coroners Service.
While the investigation is still in its early phases, investigators from IGHT have confirmed that the burnt vehicle found in Delta is the suspect vehicle linked to the shooting.
“This was a targeted, brazen shooting in a high-traffic area,” says Sgt. Freda Fong of IHIT. “Those involved displayed a complete disregard for public safety. This shooting has the hallmarks of a targeted, gang-related homicide and the IGHT will be taking lead. We believe there are at least two suspects involved and investigators are working diligently to identify all parties. Investigators are currently interviewing witnesses, collecting evidence and canvassing for video.”
