Eleven People Are Dead After Vehicle Hits Crowd at South Vancouver Festival; Suspect Arrested

Vancouver Police have taken a man into custody following a tragic incident at a street festival in South Vancouver where Eleven people aged 5 to 65, were killed, and more than two dozen others injured.

The incident happened around 8:14 p.m. on April 26, when a vehicle plowed into a crowd gathered for the Lapu Lapu Day Festival near East 43rd Avenue and Fraser Street.

Police said the suspect, a 30-year-old Vancouver resident, approached the festival from East 43rd Avenue and drove through the crowd. He was arrested at the scene.

Police stated that the driver has a substantial record of previous encounters with law enforcement related to mental health concerns.

Interim Police Chief Constable Steve Rai indicated that the number of fatalities may rise in the coming days or weeks, given the serious nature of the injuries sustained.

Update: The BC Prosecution Service has now charged Kai-Ji Adam Lo, 30, with eight counts of second-degree murder. Lo remains in custody. The charge assessment is ongoing and further charges are anticipated.

According to reports, Lo’s brother Alexander Lo was the victim of a homicide in 2024.

Three victims have been identified as a family, Richard Le, 47, Linh Hoang, 30 and Katie Le, 5 years old. A gofundme campaign has been created to help Andy Le, the 16-year-old sole survivor of the Le family.

A family of three has been identified as victims 5, 6 & 7.  Glitza Daniela Samper, Glitza Maria Caicedo, and Daniel Samper.
