As part of an ongoing investigation by Manitoba RCMP Major Crime Services, the charge against 53-year-old Cyril St. Paul has been upgraded to Second-Degree Murder in connection with a fatal shooting on Ebb and Flow First Nation. He remains in custody.
The incident occurred on December 15, 2024, at approximately 7:45 a.m., when Ste. Rose RCMP responded to a report of a shooting on Highway 278 near the community. Officers and Emergency Medical Services arrived quickly and found a 34-year-old man lying beside a truck near the Ebb and Flow First Nation Arena. The victim was transported to hospital in Dauphin, where he later died from his injuries.
A suspect was identified shortly after, and a 53-year-old man was arrested without incident at a home in the community. On December 18th, Manitoba RCMP Major Crime Services charged 53-year-old Cyril St. Paul with Manslaughter.
On April 25th 2025, the charge against Cyril St. Paul was elevated to Second-Degree Murder.
